TransparentRate uses the UK Office for National Statistics Annual Survey of Hours and Earnings (ASHE) 2025 provisional release as the official local source. The primary statistics include gross hourly, weekly, and annual earnings for full-time employees, published in GBP. Each TransparentRate occupation is matched to a Standard Occupational Classification (SOC 2020) code.

Mapping confidence is labeled for every record. Direct and Strong mappings with publishable ASHE wage cells receive a UK Certified Local Primary benchmark. Context Only records are shown as secondary references, and Unsupported or suppressed records receive no local primary value. The source edition ID for this release is GB-ASHE14.6A-2025P-r1.

The official employee statistic is preserved and the modeled freelance planning benchmark applies the provisional 1.75 coefficient once. TransparentRate does not add a target markup, compare the local statistic to an international reference by percentage, or infer values where ONS does not publish a cell.

Source limitations: ASHE is based on PAYE data and covers employees. It excludes most self-employed workers and reflects the tax year ending April 2025. The 2025 release is provisional and may be revised by ONS. Some occupations have high coefficient-of-variation (CV) warnings or missing percentile cells; these records remain visibly qualified rather than silently upgraded.

The UK freelance market is dominated by London but has strong regional clusters:

  • London: Finance, consulting, media, legal, and technology command the highest day rates. Competition is intense, and many contracts are intermediated through recruiters.
  • Manchester, Birmingham, Bristol, Leeds: Strong creative, tech, and professional-services scenes with lower cost bases than London. Remote contracts with London clients are common.
  • Edinburgh and Glasgow: Growing fintech, public-sector, and energy consulting markets. Public-sector contracting often uses framework day-rate bands.
  • Belfast and Northern Ireland: Smaller local market, but many contractors work remotely for GB-based clients.

Because ASHE is a UK-wide source, the calculator does not embed a regional premium. Use the national benchmark as a starting point and adjust for client location, sector, and contract structure.

UK-Specific Considerations

IR35 and Off-Payroll Working

IR35 determines whether a contractor is taxed as an employee or self-employed. In the public sector and large private-sector engagements, the client now decides status. "Inside IR35" contracts are taxed at source like employment; "outside IR35" contracts allow you to take income through a limited company. The status materially changes the effective rate you need to quote.

Limited Company and Dividend Tax

Many UK freelancers operate through a personal service company, mixing salary and dividends. Corporation tax, dividend tax, and the requirement to file annual accounts all affect net income. These costs are part of why the freelance benchmark must exceed the equivalent employee wage.

VAT

The standard UK VAT rate is 20%. Registration is mandatory once taxable turnover exceeds the threshold; voluntary registration is common for B2B freelancers because clients typically reclaim the VAT.

Are UK freelance rates usually hourly or day rates?

Day rates are the most common convention for contracting and consulting in the UK, especially inside IR35-related engagements. Creative, content, and some technical work is also quoted hourly or per project. The calculator preserves the official ASHE statistic in its native form so you can translate it into your preferred quoting format.

Do these benchmarks include VAT?

No. All benchmarks are exclusive of VAT. If you're VAT-registered, add 20% for domestic clients; most B2B clients reclaim it. EU and non-UK exports may be handled differently under current VAT rules.
